  • 1981 - 1982: Social Democratic Party (SPD) parliamentary group in the German Bundestag, SPD parliamentary staffer, covering local government and home affairs policy
  •  1982 - 1999: Deutscher Städtetag / Städtetag Nordrhein-Westfalen, German Association of Towns and Cities/Federation of Towns and Cities in North Rhine-Westphalia
    • 1982 - 1989: Special officer in charge of building legislation and land policy
    • 1989/1990: Chief council officer and director of urban development, housing and transport
