• Mr. Blažek qualified in 1996.
  Since 1992,  he has been lecturing at the Administrative Law Department at the Masaryk University in Brno and he passed theses on “Administrative Punishments” in 1996. 
• In the same year, he published a monograph on the same topic. 
• He participated on a legal course on  laws  valid in countries of the European Union, held  at the Utrecht University.
• Besides his occupation as an attorney-at-law, he is devoted to scientific work and maintains a regular contact with  many legal experts.

• Since 1998, Mr. Blažek has been a member of the Commision of Appeal of the Security Commission of the Czech Republic.
• In 1998 elections, he was elected a member of the Municipality Council of Brno, Central District.
